Funding Source(s): Measure C general obligation bond funds, County Sheriff funds (including $400,000 State Foundation grant, $100,000 from the Sheriff’s Office General Fund and over $200,000 of donations from seventeen local police and private entities), the South Bay Regional Public Safety Training Consortium has committed $400,000 to equip the facility, and the Moore Foundation $1,000,000 Grant.

Description: The Walter H. Moore Regional Public Safety Center (RPSC) was conceived as a joint use facility shared by College of San Mateo and the training program of the South Bay Regional Public Safety Training Consortium (the Consortium). The RPSC will provide training facilities for law enforcement agencies within San Mateo County. Public safety training for police academy candidates will be provided by the Consortium. CSM will also use the facilities for instructional purposes. The 9,244 square foot concrete tilt-up structure will include two large classrooms for group training, a mat room for self-defense training, locker room and restroom facilities, as well as administrative offices and a break room. With the RPSC strategically located in the athletic zone of the CSM campus, the Consortium will be able to readily use the surrounding area as part of their physical training curriculum.
Benefits: This collaboration between the San Mateo County Community College District (District), the San Mateo County Sheriff’s Office, seventeen local law enforcement agencies, and the Consortium will result in maximizing the utilization of the new facility and providing a County center for the education of law enforcement trainees and personnel. The RPSC will result in the savings of time, resources and money currently allocated to sending trainees and other law enforcement personnel out of the County for training.
Recognition: This project has come to fruition through the tireless efforts of individuals from the San Mateo County Sheriff’s Department, South San Francisco Police Department, South Bay Regional Public Safety Training Consortium, College of San Mateo Administration, and San Mateo County Community College District.
Mark Raffaelli, Chief of Police of the South San Francisco Police Department, has invested a considerable amount of time on this project. He has been an important component in aiding the design of this building and has helped emphasize procedures applied in the law enforcement field today. His fundraising efforts have produced generous contributions from individuals and businesses including: Oracle, Genentech, the 100 Club and Poletti Realty. Through his dedication, hard work and planning Mr. Raffaelli has also secured a $1M grant from the Moore Foundation to be used for the construction of this Center. Mr. Raffaelli continues to work with local officials and groups to deliver this resource for the community.
Don Horsley, the San Mateo County Sheriff, has dedicated departmental funds for the completion of this Center. In addition, through the efforts of his staff, Don O’Keefe, Captain of Support Services, and Lee Lazaro, Deputy Director of Support Services, the design and layout of the Center has been developed to specifically support the training regimen for the cadets. His further support and detailed technology specifications will provide the cadets with necessary resources required for advanced hands on computer training.
Mike Claire, the Dean of Technology at College of San Mateo, was part of the planning process early on in the project. He helped bring the Consortium in to assist with the program definition. When the project started to take form, he presented it to the SMCCCD Chancellor for District support.
Cindy Bevan, the Dean of the Consortium, and David Paul, the Director of the Consortium, helped to define the training program that would be implemented at the Center. Through their assistance room types, sizes, layouts, and general program function needs were identified and worked into the design of the Center.
