On August 29, 2014, the District was forced to terminate Interstate Grading and Paving Inc.’s (IGP) right to proceed with contracted work for the College of San Mateo North Gateway Part 2 Project. IGP was over 4 months behind schedule, with a projected completion date that was over 6 months behind schedule. Significant portions of the work installed are defective and must be remediated. IGP provided the District with unacceptable assurances and did not present a coherent plan to complete the project timely, including remediation of defective work. The District worked diligently with IGP to achieve timely completion of the project in accordance with the contract documents. Unfortunately, IGP continually failed to meet its commitments to the District.
The District will work with IGP’s Performance Bond / Surety, who issued the required performance bond, to insure the project is completed timely and in accordance with contractual requirements for a quality, durable installation that will serve the community over decades to come. There is a process under the Performance Bond with which the District must comply that includes an approximate 30-40 calendar day period during which work may not proceed. We anticipate that within 30-40 days the District should receive input from IGP’s Performance Bond / Surety. That input should inform the District as to the next steps that will need to be taken with respect to the project, and should provide an opportunity to identify activities that need to be undertaken and a timeline for work to resume.
